I would assume the solenoid is mounted on the starter itself and not on the fender. Try some spray starting fluid or use in inductive timing light to see if there is spark at the plugs. If no 12 volts on it jumper it with a 12 volt fused jumper and see if pump runs. The sensitive hardware in that case is under-dash somewhere, not under hood.
If the starter turns then it is not the problem. I cant seem to keep the van running. So I am concerned with timing. My next move is attempt to take it apart and see the injectors themselves. It is getting fuel out of fuel port splashes out if I open and press it for a split second and it is getting spark at the spark plug wires.
